The actual electric intensity on a pole is less than on equator, but from the point of view of interaction with the partial static charge, for three-dimensional perception, the electric intensity at a motion to a pole is incremented, whereas we cannot identify change of the underload charge (by the way, irregularity of value of an electric intensity is characteristic for a propellented point charge).
